Markets in Europe, Asia end 2011 down but US up (AP)

LONDON ? Stock markets around the world were closing out 2011 on a subdued note Friday, with many of the world's major indexes posting big declines for the year in the wake of Europe's debt crisis, a faltering U.S. economy and signs that China's economy is no longer sizzling.

Markets have also been rocked by natural disasters, trading scandals, political upheavals, sharp fluctuations in commodity prices, and the up-and-down price of oil amid the turmoil in the Arab world.

In Europe, the trading backdrop has been particularly grim, with many of the main markets poised to post their worst year since 2008. That's perhaps unsurprising given that most of the attention of the financial world has centered on the debt crisis, which has already seen three relatively small countries bailed out and is threatening much-bigger Italy.

Trading in Europe on Friday was fairly quiet with many traders using the opportunity to close out their books for the year. The FTSE 100 index of leading British shares was down 0.2 percent at 5,556, while Germany's rose 0.3 percent at 5,868. The CAC-40 in France was 0.3 percent higher at 3,136.

With policymakers failing to convince markets that they can deal with the crisis and the eurozone widely-predicted to slip back into recession next year, the euro is ending 2011 softly around the $1.2934 mark after falling to a 15-month low against the dollar on Thursday at $1.2857. The euro started the year at $1.3345.

Wall Street was expecting a flat opening. As things stand, U.S. markets are going to record modest gains for the year, largely on the back of a year-end run following stronger than anticipated U.S. economic data.

Though the performance of the U.S. economy has played second fiddle to Europe for much of the year, it has the potential for shoring up confidence in 2012 if the recent positive news continues.

"Crystal ball-gazing can begin in earnest over the weekend but I am tempted to conclude ? more of the same in Europe, easier policy in China, and further asset reflation in the U.S., which finally gets life back into the housing market and thereby drives optimism about the 2013 economic outlook," said Sebastien Galy, an analyst at Societe Generale.

Asian markets have already closed out the year and most markets had a year to forget. Japan's Nikkei 225 index, after three straight days of losses, managed to eke out a 0.4 percent rise Friday to end the year at 8,429.45. However, that was its lowest closing since 1982.

Meanwhile, China's benchmark gained 1.2 percent to close at 2,199.42 ? still, a 21 percent loss for the year as the impact of Beijing's multibillion-dollar stimulus faded and the government tightened curbs on lending and investment to cool blistering economic growth.

Elsewhere in Asia, Hong Kong's Hang Seng Index gained 0.2 percent to close at 18,434.39 ? a precipitous slide of 19.7 percent from a year ago. Singapore's Straits Times Index closed down 1 percent at 2,646.35 ? a 17.5 percent dive.

Australia's benchmark S&P ASX 200 ended the year at 4,140.4 ? down 0.4 percent on the day and 14.5 percent lower for 2011. A day earlier, South Korea's benchmark Kospi closed at 1,825.74 on Thursday ? 11 percent down on its last trading session of the year Thursday.

Oil prices meanwhile were poised to close out the year around the $100 a barrel mark ? benchmark crude for February delivery was up 30 cents at $99.95 a barrel in electronic trading on the New York Mercantile Exchange.

Oklahoma baby is 3rd sickened by rare bacteria (AP)

ATLANTA ? An Oklahoma baby is the third infant this month sickened by a rare type of bacteria sometimes associated with tainted powdered infant formula.

The child, from Tulsa County, was infected with Cronobacter sakazakii but fully recovered, health officials said Wednesday. An Illinois child also rebounded after being sickened by the bacteria. A Missouri infant who was 10 days old died.

The Missouri child, Avery Cornett of Lebanon, had consumed Enfamil Newborn powdered infant formula made by Illinois-based Mead Johnson. Powdered formula has been suspected in illnesses caused by the bacteria in years past.

But health officials say the Oklahoma child had not consumed Enfamil. And Mead Johnson this week reported that its own testing found no bacteria in the product.

U.S. officials are awaiting results from their own testing of powdered formula and distilled water ? also known as `nursery water' ? used to prepare it.

The cases occurred in roughly the same region of the country. At this point, it's not clear that they are connected, said Barbara Reynolds, a Centers for Disease Control and Prevention spokeswoman.

Symptoms can include irritability, lethargy, fever, vomiting and seizures. The infection can be treated with antibiotics, but it's still deemed extremely dangerous to babies less than 1 month old and those born premature. An estimated 40 percent of illnesses from the bacteria end in death.

There are no legal requirements that cases be reported, but the CDC gets roughly four to six reports of Cronobacter sakazakii each year. There have been 10 this year, but that doesn't necessarily mean cases are increasing. Attention over the Missouri death just may have prompted more reporting in the past, health officials said.

That's what happened in the Oklahoma case. That child got sick earlier in December, but after Avery Cornett's death, the case "took on added significance" and was reported, said Larry Weatherford, a spokesman for the Oklahoma State Department of Health.

The bacteria is found naturally in the environment and in plants such as wheat and rice, but in the past also has been traced to dried milk and powdered formula. Powdered infant formula is not sterile, and experts have said there are not adequate methods to completely remove or kill all bacteria that might creep into formula before or during production.

After initial suspicion landed on Enfamil, national retailers including Wal-Mart Stores Inc., Walgreen Co., Kroger Co. and Safeway pulled a batch of the powdered infant formula from their shelves.

Mexican Drug Cartels Have Their Own Radio Communications ...

When convoys of soldiers or federal police move through the scrubland of northern Mexico, the Zetas drug cartel knows they are coming.

The alert goes out from a taxi driver or a street vendor, equipped with a high-end handheld radio and paid to work as a lookout known as a ?halcon,? or hawk.

The radio signal travels deep into the arid countryside, hours by foot from the nearest road. There, the 8-foot-tall (2-meter-tall) dark-green branches of the rockrose bush conceal a radio tower painted to match. A cable buried in the dirt draws power from a solar panel. A signal-boosting repeater relays the message along a network of powerful antennas and other repeaters that stretch hundreds of miles (kilometers) across Mexico, a shadow communications system allowing the cartel to coordinate drug deliveries, kidnapping, extortion and other crimes with the immediacy and precision of a modern military or law-enforcement agency.

Iran warns U.S. over Strait of Hormuz (Reuters)

TEHRAN (Reuters) ? A senior Iranian Revolutionary Guards commander said on Thursday that the United States was not in a position to tell Tehran "what to do in the Strait of Hormuz," state television reported.

Tehran's threat to block crude shipments through the crucial passage for Middle Eastern suppliers followed the European Union's decision to tighten sanctions on Iran over its nuclear program, as well as accompanying moves by the United States to tighten unilateral sanctions.

Iran's English-language Press TV quoted Hossein Salami as saying: "Any threat will be responded by threat ... We will not relinquish our strategic moves if Iran's vital interests are undermined by any means."

Separately, Salami was quoted as saying by the official IRNA news agency: "Americans are not in a position whether to allow Iran to close off the Strait of Hormuz."

The U.S. Fifth Fleet said on Wednesday it would not allow any disruption of traffic in the Strait of Hormuz, a strip of water separating Oman and Iran.

At loggerheads with the West over its nuclear program, Iran said earlier it would stop the flow of oil through the strait in the Gulf if sanctions were imposed on its crude exports.

Analysts say that Iran could potentially cause havoc in the Strait of Hormuz which connects the biggest Gulf oil producers, including Saudi Arabia, with the Gulf of Oman and the Arabian Sea. At its narrowest point, it is 21 miles across.

But its navy would be no match for the firepower of the Fifth Fleet which consists of 20-plus ships supported by combat aircraft, with 15,000 people afloat and another 1,000 ashore.

3 Texas fugitives caught in Miss.

ANGUILLA, Miss. (AP) ? A Christmas stakeout in Sharkey County led to the arrest of three men wanted in a slaying in Texas.

Sheriff Lindsey Adams tells the Vicksburg Post (http://bit.ly/sU3ORH) that the three men were arrested without incident about 11 p.m. Christmas.

They are being held in the Issaquena County jail for Texas authorities. Adams says they had waived extradition.

Adams says the security system of a stolen vehicle led authorities to the Anguilla home of a relative of two of the men.

Adams says the three were warned in the Dec. 20 robbery and shooting death of 21-year-old Trevor Matthew Kronbach at his Lewisville, Texas, home.

Adams said his deputies, Anguilla police and the Mississippi Bureau of Investigation participated in the stakeout. He said at 11 p.m. officers tossed flash grenade into the house and arrested the three in a bedroom.

Those arrested were Tyron Negal Jenkins, 41; Julius Kal Smith, 35; and George Walker Jr., 33.

Lewisville police Capt. Kevin Deaver told the newspaper that the three men are believed to be from Lawrence, Kan.

Deaver said a fourth suspect was arrested shortly after the slaying at a local motel. He said Markell Oneil Hardy, 26, is charged with capital murder and is being held in the Denton County Jail pending the posting of a $250,000 bond.

Jenkins, Smith and Walker will also be charged with capital murder when they are returned to Texas, said Deaver.

"It was basically a robbery gone bad," Deaver said.

Johns Hopkins scholars say calendar needs serious overhaul

Researchers at The Johns Hopkins University have discovered a way to make time stand still -- at least when it comes to the yearly calendar.

Using computer programs and mathematical formulas, Richard Conn Henry, an astrophysicist in the Krieger School of Arts and Sciences, and Steve H. Hanke, an applied economist in the Whiting School of Engineering, have created a new calendar in which each new 12-month period is identical to the one which came before, and remains that way from one year to the next in perpetuity.

Under the Hanke-Henry Permanent Calendar, for instance, if Christmas fell on a Sunday in 2012 (and it would), it would also fall on a Sunday in 2013, 2014 and beyond. In addition, under the new calendar, the rhyme "30 days hath September, April, June and November," would no longer apply, because September would have 31 days, as would March, June and December. All the rest would have 30. (Try creating a rhyme using that.)

"Our plan offers a stable calendar that is absolutely identical from year to year and which allows the permanent, rational planning of annual activities, from school to work holidays," says Henry, who is also director of the Maryland Space Grant Consortium. "Think about how much time and effort are expended each year in redesigning the calendar of every single organization in the world and it becomes obvious that our calendar would make life much simpler and would have noteworthy benefits."

Among the practical advantages would be the convenience afforded by birthdays and holidays (as well as work holidays) falling on the same day of the week every year. But the economic benefits are even more profound, according to Hanke, an expert in international economics, including monetary policy.

"Our calendar would simplify financial calculations and eliminate what we call the 'rip off' factor,'" explains Hanke. "Determining how much interest accrues on mortgages, bonds, forward rate agreements, swaps and others, day counts are required. Our current calendar is full of anomalies that have led to the establishment of a wide range of conventions that attempt to simplify interest calculations. Our proposed permanent calendar has a predictable 91-day quarterly pattern of two months of 30 days and a third month of 31 days, which does away with the need for artificial day count conventions."

According to Hanke and Henry, their calendar is an improvement on the dozens of rival reform calendars proffered by individuals and institutions over the last century.

"Attempts at reform have failed in the past because all of the major ones have involved breaking the seven-day cycle of the week, which is not acceptable to many people because it violates the Fourth Commandment about keeping the Sabbath Day," Henry explains. "Our version never breaks that cycle."

Henry posits that his team's version is far more convenient, sensible and easier to use than the current Gregorian calendar, which has been in place for four centuries ever since 1582, when Pope Gregory altered a calendar that was instituted in 46 BC by Julius Caesar.

In an effort to bring Caesar's calendar in synch with the seasons, the pope's team removed 11 days from the calendar in October, so that Oct. 4 was followed immediately by Oct. 15. This adjustment was necessary in order to deal with the same knotty problem that makes designing an effective and practical new calendar such a challenge: the fact that each Earth year is 365.2422 days long.

Hanke and Henry deal with those extra "pieces" of days by dropping leap years entirely in favor of an extra week added at the end of December every five or six years. This brings the calendar in sync with the seasonal changes as the Earth circles the sun.

In addition to advocating the adoption of this new calendar, Hanke and Henry encourage the abolition of world time zones and the adoption of "Universal Time" (formerly known as Greenwich Mean Time) in order to synchronize dates and times worldwide, streamlining international business.

"One time throughout the world, one date throughout the world," they write in a January 2012 Global Asia article about their proposals. "Business meetings, sports schedules and school calendars would be identical every year. Today's cacophony of time zones, daylight savings times and calendar fluctuations, year after year, would be over. The economy -- that's all of us -- would receive a permanent 'harmonization' dividend."

REPEAT-BMO: Keep a Close Eye on Debt Levels During Holiday Shopping Season

TORONTO, ONTARIO -- (Marketwire) -- 12/26/11 -- With the holidays in full-swing, BMO Bank of Montreal today released tips on how to keep debt levels in check over the holiday season.

Following the comments Monday by Bank of Canada Governor Mark Carney, BMO offered Canadians tips on how to keep debt levels in check over the holiday season.

"With the holiday shopping season in full swing, consumer spending is likely higher than normal among Canadian households," said Su McVey, Vice President, Customer Communications & Marketing, BMO Bank of Montreal. "Especially at this time of the year, consumers need to be prudent and watchful in regards to their finances and keep in mind the importance of proper debt management, including credit card spending, to avoid any harsh surprises in the New Year."

"Canadian households continued to amass more debt in the third quarter of 2011, now totalling more than $1.6 trillion or 151 per cent of personal disposable income - both record-high levels," said Michael Gregory, Senior Economist, BMO Capital Markets. "Abnormally low interest rates have kept these elevated debt burdens very manageable, for now. But, Bank of Canada Governor Mark Carney has been warning Canadians to be cautious with their credit demands as 'more normal' interest rates will eventually return."

BMO Bank of Montreal offers these 4 tips to avoid over-spending over the holiday season:

-- Create a budget and stick to it - Spend less than you make. Develop a

budget that establishes how household expenses will be paid and how

spending will be managed. Take advantage of free online tools, such as

BMO MoneyLogic?, to help stay on top of everyday household spending

and saving.

-- Manage credit card debt - Pay down credit cards, beginning with those

that carry the highest rate, and consider using a low rate card for

purchases. For instance, the BMO Preferred Rate MasterCard offers a low

-- Have a back-up plan - Plan ahead and develop a fall back plan in case

you are unable to meet your financial obligations due to unexpected

LA's 'Wonderful Life' Day honors Frank Capra film

LOS ANGELES (AP) ? George Bailey can rest easy. He really did make a difference in the lives of people, including all 3.8 million in Los Angeles.

Bailey, for the one or two people who still haven't seen the classic Frank Capra film "It's A Wonderful Life," is a man driven to the brink of suicide when he comes to believe his life never really mattered.

It's up to his quirky guardian angel Clarence to set him straight by showing Bailey, played by Jimmy Stewart, what the world would have been like without him.

In honor of the film's 65th anniversary, the City Council declared Friday "It's A Wonderful Life Day" in Los Angeles.

To get people in the spirit, Councilman Tom LaBonge, several members of Capra's family and a few others gathered at the director's star on the Hollywood Walk of Fame on a sunny holiday morning.

The section of the walk, it turns out, is one filled with cheesy souvenir shops and sex toy emporiums. They give it more the look of Pottersville, the disreputable place in the film that the evil banker Mr. Potter turns bucolic Bedford Falls into when Bailey isn't there to stop him.

That didn't dampen Friday's celebration, however, which included Jimmy Hawkins, the actor who played Bailey's 5-year-old son, Tommy.

As one of the last surviving cast members, the 70-year-old actor-producer said he considers it an honor to introduce new audiences to the movie.

When it debuted in theaters in 1946, "It's A Wonderful Life" was actually a commercial and critical flop. But if that bothered Capra, he never let it show.

"My father always said that 'It's A Wonderful Life' was the best movie that he ever made," Tom Capra said. "As a matter of fact, he said it was the best movie ever made."

The film, whose story takes place at Christmas, became a holiday classic with the dawn of television, when families began to gather each holiday season to watch it.

It airs again Saturday night on NBC.

"It carried with it the message that you can find in each of my dad's films. The message of hope," Capra said. "Maybe like George Bailey, we should pause for a brief moment and examine our lives and see if we can make a difference as long as we never give up."

Iraq PM chides Sunni sections pushing for autonomy (AP)

BAGHDAD ? Iraq's prime minister warned Saturday that efforts to create an autonomous Sunni region within Iraq would divide the country and lead to "rivers of blood."

His comments came as a government crisis has strained ties between two main Muslim sects, Sunnis and Shiites, to the breaking point.

Nouri al-Maliki, the Shiite prime minister, is engaged in a showdown with the top Sunni political leader in the country. His government has issued an arrest warrant for Sunni Vice President Tariq al-Hashemi for what al-Hashemi says are trumped-up charges that he ran hit squads against government officials.

Since al-Maliki formed his government last December, minority Sunnis have been complaining of being marginalized by the Shiite-led government, prompting some Sunni provinces to call for turning into an autonomous region similar to the northern Kurdish region.

As an autonomous region, they would be able to conduct their own security affairs and have more independence in attracting investment. While the regions would still be part of Iraq, it would weaken Baghdad's control. Many worry that it would be the first step to breaking up the country along sectarian lines.

The calls have been repeatedly rejected by al-Maliki.

On Saturday, al-Maliki renewed his rejection to forming regions on a "sectarian basis," saying it would lead to "dividing Iraq and to rivers of blood."

"I can't reject this issue (forming regions) since it is allowed by the constitution," he told representatives from Sunni Salahuddin province, one of three Sunni-dominated provinces which has seen calls for more autonomy. Diyala and Anbar provinces have also seen cries for more autonomy.

"But doing it now means dividing Iraq on a sectarian basis while our country is unified," he said.

Tensions between minority Sunnis and Shiites have skyrocketed in recent days, laying bare an underlying mistrust that has never really gone away, despite years of effort to overcome it. Minority Sunnis fear the Shiite majority is squeezing them out of any political say, and Shiites suspect Sunnis of links to insurgency and terrorism.

Iraq's anti-American Shiite cleric, Muqtada al-Sadr, launched an initiative Saturday calling for peaceful coexistence among all Iraqis after the withdrawal of U.S. troops from the country. The last soldiers left Dec. 18.

Al-Sadr, whose militiamen were blamed for sectarian killings during the worst years of Iraq's violence, is seeking to assert his political weight Iraq after the U.S. pullout.

Al-Sadr's proposal comes just two days after a terrifying wave of Baghdad bombings killed 69 people and wounded nearly 200. The bombs tore through mostly Shiite neighborhoods of the Iraqi capital, evoking fears the country could descend into a new round of sectarian violence.

Al-Sadr's associates handed out to the media a 14-point "peace code" proposal written by the radical cleric. It warns against spilling Iraqi blood and urges respect for all religions, sects and ethnic groups.

Al-Sadr's aide Salah al-Obeidi described the code as an attempt "to preserve the unity of the country and save it from fighting."

It remained too early to say how much traction al-Sadr's proposal could gain among Iraqis or the country' top leadership.

Also Saturday, two policemen were killed and two other people were wounded when a roadside bomb exploded in Hawija, 150 miles (240 kilometers) north of Baghdad, said Kirkuk police commander Brig. Gen. Sarhad Qadir.

Nicki Minaj Is 'Reloaded' After A Breakthrough 2011

More than a few hip-hop fans will point to Kanye West's single "Monster" as a defining moment in Nicki Minaj's rap career. The newcomer from Queens, New York, managed to one-up Jay-Z on the track, with arguably one of the best verses of 2010, but it wasn't until this year that the Trinidad-born firecracker broke through the noise and took pop culture by storm, catapulting her career to new heights.

Fresh off a stint alongside Lil Wayne on the I Am Still Music Tour, which grossed $47 million in the U.S., Minaj — #6 on MTV News' Top Newsmakers of 2011 list — made one of her biggest career leaps when she scored a spot opening for Britney Spears' Femme Fatale Tour. Before the cross-country jaunt kicked off, the world got a chance to see the two take the stage together at the 2011 Billboard Music Awards, where Minaj joined the pop icon for her "Till the World Ends (Remix)."

An increased fanbase was the result of that tour, but Minaj's Pink Friday single "Super Bass" also had plenty to do with her rising profile. The catchy tune, with its colorful video, caught the attention of pop audiences thanks to glowing endorsements from stars like Taylor Swift and Selena Gomez. After Swift professed her love for "Super Bass" in a radio interview, the song took on a life of its own, climbing the music charts, although it was just a bonus track on Minaj's debut album. Minaj performed the track with Swift at the L.A. Staples Center this past summer, and she also scooped up a Moonman for Best Hip-Hop Video at the MTV Video Music Awards.

With a touring spot next to Spears and the success of "Super Bass," the doors were wide open for Minaj to dominate the spotlight for the remainder of 2011. After making a quick and successful leap from hip-hop notoriety to pop-star fame, it was inevitable that the beauty and fashion world would be next to take notice. Minaj's off-the-wall style attracted promotional deals from cosmetic companies such as MAC and OPI, as well as a few new well-heeled fans.

In November, the Young Money rapper teamed up with Versace to debut the Italian fashion house's new collection for H&M. At the request of Donatella Versace herself, Nicki shared a performance bill with Prince to unveil the new line in New York City. Less than 24 hours later, she joined Kanye West and Jay-Z as one of the performers at the annual Victoria's Secret Fashion Show.

After making so much noise across hip-hop, pop and fashion this year, it was impossible for awards shows to ignore the Barbie princess. In addition to her wins at the VMAs and the 2011 American Music Awards, Minaj also nabbed a coveted nomination for Best New Artist at the 2012 Grammy Awards.

Minaj's sophomore album, Pink Friday: Roman Reloaded, is due February 14, 2012.

Google Panda Update During Holidays? Panda 3.2

Google Panda HolidayThere is discussion and chatter at WebmasterWorld around a possible Panda update that started on December 19th.

There is discussion around shifting of the search results and a top SEO at WebmasterWorld said "I wonder whether there has been a "Minor Panda update" since Dec 19, 2011." Many agree with him.

Why an emphasis on "minor"? Google said last week there would be no major Panda updates until the new year.

Like I said, several SEOs at WebmasterWorld strongly believe there was an update on December 19th. If that is the case, I believe we are up to version 3.2 of the Panda updates.

Manning lawyer asks hearing officer to step aside (AP)

FORT MEADE, Md. ? The civilian attorney for Army Pfc. Bradley Manning, the soldier accused of leaking classified documents published by the WikiLeaks website, on Friday asked the presiding officer at his pretrial hearing to step aside.

The presiding officer, Army Lt. Col. Paul Almanza, called a recess 30 minutes into Friday's proceeding at Fort Meade to consider the request.

The hearing is to determine whether Manning will face a court-martial.

Almanza's civilian occupation as a Justice Department prosecutor was the chief reason defense lawyer David Coombs gave in asking him to recuse himself. The Justice Department is conducting a criminal investigation targeting WikiLeaks found Julian Assange.

Manning, 23, is charged with aiding the enemy by leaking hundreds of thousands of secret documents that ended up on the website.

Almanza, who is an Army reservist, said he hasn't formed an opinion about Manning's guilt or innocence.

The hearing is to determine whether Manning should be court-martialed. If his case goes to trial and he is convicted, Manning could face life in prison. The government has said it would not seek the death penalty.

During the hearing's opening moments, Manning responded to a series of questions from Almanza. After summarizing the charges against Manning, Almanza asked if he understood the charges. "Yes, sir," Manning replied.

Asked whether he had any questions about the charges, Manning replied, "No, sir."

Dressed in his camouflage Army fatigues and wearing dark-rimmed eyeglasses, Manning sat at the defense table showing little expression. He occasionally twirled a pen between his thumb and finger.

The hearing is open to the public, but with limited seating in the courtroom. A small number of reporters were present but not allowed to record or photograph the proceedings. Manning was not seen arriving in the courtroom because he was brought in before members of the news media were allowed to enter.

A U.S. military legal expert told reporters shortly before the proceedings began Friday that the presiding officer is likely to make his recommendation on whether to court-martial Manning within eight days after the hearing ends. The hearing is expected to last over the weekend and possibly well into next week.

The legal expert, who could not be identified under Army ground rules, said Manning is to be present for all proceedings, including sessions closed to the public for consideration of classified material.

Fort Meade, located between Washington and Baltimore, is, ironically, home to U.S. Cyber Command, the organization whose mission includes protecting computer networks like the one Manning allegedly breached by illegally downloading huge numbers of classified documents in Iraq.

He is suspected of giving the documents to WikiLeaks, the anti-secrecy website that last year began publishing the materials.

Manning's lawyer asserts that the documents' release did little actual harm.

The case has spawned an international movement in support of Manning, who is seen by anti-war activists as a hero who helped expose American mistakes in Iraq and Afghanistan. To others he is a villain, even a traitor, who betrayed his oath of loyalty by deliberately spilling his government's secrets.

Manning's supporters planned to maintain a vigil during the hearing and were organizing a rally for Saturday.

The hearing at Fort Meade is intended to yield a recommendation to Army Maj. Gen. Michael S. Linnington, commander of the Military District of Washington, on whether Manning should be court-martialed. Linnington could choose other courses, including applying an administrative punishment or dismissing some or all of the 22 counts against Manning.

The Manning case has led to a debate over the broader issue of whether the government's system for classifying and shielding information has grown so unwieldy that it is increasingly vulnerable to intrusions.

Absent from the Meade proceedings will be Assange, who runs WikiLeaks from England. He is fighting in British courts to block a Swedish request that he be extradited to face trial over rape allegations.

A U.S. grand jury is weighing whether to indict Assange on espionage charges, and WikiLeaks is straining under an American financial embargo.

The materials Manning is accused of leaking include hundreds of thousands of sensitive items: Iraq and Afghanistan war logs, State Department cables and a classified military video of a 2007 American helicopter attack in Iraq that killed 11 men, including a Reuters news photographer and his driver.

At the time, Manning, a native of Crescent, Okla., was a low-level intelligence analyst in Baghdad.

Manning, who turns 24 on Saturday, was detained in Iraq in May 2010 and moved to a Marine Corps brig at Quantico, Va., in July. Nine months later, the Army sent him to the military prison at Fort Leavenworth, Kan., after a series of claims by Manning of unlawful pretrial punishment.

When it filed formal charges against Manning in March 2011, the Army accused him of using unauthorized software on government computers to extract classified information, illegally download it and transmit the data for public release by what the Army termed "the enemy."

The first large publication of the documents by WikiLeaks in July 2010, some 77,000 military records on the war in Afghanistan, made global headlines. But the material provided only limited revelations, including unreported incidents of Afghan civilian killings as well as covert operations against Taliban figures.

In October 2010, WikiLeaks published a batch of nearly 400,000 documents that dated from early 2004 to Jan. 1, 2010. They were written mostly by low-ranking officers in the field cataloging thousands of battles with insurgents and roadside bomb attacks, plus equipment failures and shootings by civilian contractors. The documents did not alter the basic outlines of how the war was fought.

A month later, WikiLeaks released hundreds of thousands of State Department documents that revealed a hidden world of backstage diplomacy, including candid comments from world leaders.

Last month, 54 members of the European Parliament signed a letter to the U.S. government raising concerns about Manning's 18-month pretrial confinement.

It took months for the Army to reach the conclusion that Manning was competent to stand trial. In the meantime Manning's civilian lawyer, Coombs, has sought to build a case that appears to rest in part on an assertion that the government's own reviews of the leaks concluded that little damage was done.

Cooking in sealed bags (usually vacuum sealed) at lower temperatures also results in juicier food, since there's no substantive transfer of moisture from the food in the way there is with a more moist cooking method like poaching or broiling, and the cooking temperatures don't get so high that the food starts to dry out.

Meat and fish are best suited to sous-vide cooking. You can cook vegetables, but because they usually require higher temperatures than cooking meat does, they can be a bit more difficult (although not impossible?more on this later.) Almost any type of meat takes well to to process, and since sous-vide doesn't significantly alter the texture, you can cook delicate fish that's sensitive to high temperatures or usually dry and difficult meats like turkey breasts and flank steak and end up with a flavorful, moist dinner.

Professional chefs use high-end, thousand-dollar immersion circulators that regulate the temperature of the water precisely within fractions of a degree for the duration of the cooking process, and are well insulated to lose as little heat as possible while cooking. Home cooks like you and me don't need that kind of gear to get started, though. Below, I'll suggest some starter sous-vide methods that don't require you to buy anything at all.

What Makes It Better or Worse Than Cooking On a Stove or Grill?

If you're still not convinced sous-vide cooking is for you, here are some pros and cons to consider:

    • Cooking sous-vide results in evenly-looked meat and fish.
    • Cooking sous-vide gives you specific control over the final temperature of the meat, avoiding overdone, dried-out food.
    • You can hold foods cooked sous-vide at their specified temperature for long periods of time without damaging the texture or quality of the dish, making it an ideal cooking method for holiday dinners or meals with multiple components and side-dishes.
    • Bacterial or other contamination is largely not an issue with sous-vide cooking. While you may be cooking up to minimum safe temperatures, the length of time you're holding the food at its safe temperature will pasteurize your meat and ensure the safety of your food, meaning "safe" meat doesn't have to equal "dry" or "not pink" meat any longer. Still, keep your meat thermometer handy, and test before serving. Remember, sous-vide lets you hold food at temp for long periods without diminishing the quality of the food, so if it's undercooked, you can seal the bag and put it back in.
    • Sous-vide cooking is by nature a repeatable process. Set the temperature, set the timer, and walk away. You will wind up with perfectly cooked food every time you do it.

It's Easier Than You Think: Some Easy Sous-Vide Dishes

If you're ready to try cooking your next meal sous-vide, you don't have to run out and spend several hundred dollars on a sous-vide cooking kit, or a home-version of a professional immersion circulator or water oven. We've discussed sous-vide cooking in the past here at Lifehacker, and one way you can get started is with some small cuts of salmon and your kitchen sink. This method relies on the fact that low temperatures?even temperatures within the danger zone?can still pasteurize meat and fish if held at temperature for the appropriate amount of time (see this Serious Eats article and this USDA guide for chicken for examples of this.) Because a large volume of water loses its temperature slower than smaller ones, a kitchen sink full of hot water?and you need to take its temperature with a instant-read thermometer to make sure the temperature is right?makes for a great sous-vide cooking vessel if you're only going to cook a thin cut of fish for a matter of minutes, and then crisp up the outside in a pan.

Sous-Vide 101: How to Cook the Most Tender and Flavorful Meat You’ve Ever Tasted My first sous-vide recipe closely followed the beer cooler steak hack performed by Serious Eats' J. Kenji L?pez-Alt back in 2010, and their sous-vide steak how-to. I picked up a 5-quart personal cooler from Amazon for $16, and thawed out a pair of thin (less than a quarter-inch) strip steaks I had in the fridge. I seasoned the steaks and dropped them into a pair of sealed plastic bags along with a little canola oil for a little fat in the mix. In a separate pot, I brought some water up to 145 degrees, and poured it into the cooler. I got as much air as possible out of the bags by dipping them in the water and letting the air come out before sealing them shut, added them to the cooler, shut the lid, and walked away for just over an hour. Since I was using a typical beer cooler, traditionally designed to keep cold in and warm out (now converted to work in reverse), I couldn't heat the water in the cooler to keep temp. Instead, I relied on the cooler to retain heat, which it did (mostly, I lost a few degrees, but not much) for the duration of the cooking time. When I took the steaks out, the results were incredible, and some of the juiciest steak I'd ever eaten.

From there, I moved on to experiment with salmon fillets one night and cod fillets another night, both bagged with a little olive oil and some spices and herbs for seasoning, and cooked in 120-degree water for well over an hour. The process worked like a charm, and the resulting fish was flaky and flavorful, and thoroughly cooked. To that point, there is a bit of blind faith that comes with sous-vide cooking. You're trusting that the cooking process is running its course, and while you can measure with a meat thermometer before you serve (and you should, to make sure your food is completely done and ready to eat) you don't get the same sight, smell, and texture cues that you get when cooking in an oven or on the stove. You can't poke or prod your meat or fish to see if it's coming along?it's a more scientific process than that. You just have to wait for your timer to go off, take the temperature of the food, and put it back in the bath if it's not finished.

Sous-Vide 101: How to Cook the Most Tender and Flavorful Meat You’ve Ever Tasted Just as L?pez-Alt discovered, I found that even though the personal cooler loses heat much more rapidly than a commercial sous-vide cooker or water oven, the heat loss is definitely slow enough to keep the water at temp for long enough for a few thin cuts of steak, or a couple of ribs, or a pair of fish fillets, seasoned with oil, spices, and aromatics. However, the heat loss is enough that if you want to try a whole rack or ribs, or thick ribeyes or full New York strip steaks, or if you want to try cooking the perfect turkey the way my friend Dr. Terry Simpson does every Thanksgiving and Christmas (and on other occasions, too), you'll need better equipment than a small beer cooler and some simple freezer bags.

Give the cooler or the kitchen sink method a try if you want a super-low-cost entry point to sous-vide cooking that gives you the freedom to experiment without a big investment first. As long as you won't cook vegetables (Pectin, the tough stuff that binds vegetables together, breaks down at over 180-degrees, a temperature that's difficult to hold in a small cooler for long enough to cook the veggies to the right doneness), and you know you'll only cook for one or two people at a time, you'll be fine. If you plan to cook at higher temps or for long periods, it's time to step up your game.

Take It to The Next Level with Specialized Equipment

The costs associated with sous vide cooking are not trivial?depending on the type of water oven you get, you can spend hundreds of dollars on the oven, and then a good bit more on a vacuum-sealer and the appropriate FDA-approved polyethylene bags you'll need to put your food in before it goes into the water oven. As we mentioned earlier, these products can all range in quality and price, but the Sous Vide Supreme water oven is considered the best and most widely available consumer water oven for the task. It will set you back $399 at Amazon stand-alone, or $479 in a Sous Vide Supreme Demi is a slightly smaller appliance, retailing for $299, that has a lower entry point, but still requires you get a sealer and the right bags to cook with. Serious Eats took the Sous Vide Supreme for a test-drive with a professional chef, and the results were encouraging, if you're considering picking one up.

There's no reason to run out and buy a PolyScience immersion circulator like professional chefs use in their kitchens. Even so, when it comes time to do a whole rack of ribs, or you want to cook enough to feed a dinner party, or you're ready to cook a whole chicken or turkey sous-vide, you'll need a larger water oven to get the job done than a cooler or kitchen sink can provide, even if you cut up the chicken or turkey into dark meat and white meat and cook them separately.

Separating the dark meat from the white meat before cooking your poultry sous-vide is a technique I recommend, since the temperature and cooking times for perfect doneness can differ between parts of the bird, and doing so will allow you to pull out the dark meat while it's still tender and juicy, while letting the white meat cook a little longer until it's fully done, but also juicy and perfectly cooked. You'll never have to worry about perfectly done dark meat and under-done breast meat (or vice-versa) again.

Sous-Vide 101: How to Cook the Most Tender and Flavorful Meat You’ve Ever Tasted Regardless of what you plan to cook in your water oven, a 10-liter model will do you just fine when it comes to cooking just about everything, from large, thick steaks to thin fillets of fish, and it does it all safely. Simply program the oven with the cooking temperature, and the oven makes sure the water stays at the right temperature for the duration of your cooking time. It's definitely a steep admission price to get into the world of sous-vide cooking, so even though we think the food is worth the cost, it's a good idea to try our cooler method before you buy.
