However, spokesman for the IDIA David Werning said the department has become more efficient and a number of inspections have been taken on by nurses, therefore allowing for fewer inspectors.

He said: ?The bureaus that deal with long-term care facilities ? the nursing homes ? are, right now, probably about 50 percent ahead of their workload. ?We aren?t behind on anything in terms of long-term care inspections. I know that raises the question of whether there ever was a need for those 10 positions. Frankly, probably not.?

Senator Pam Jochum, a Dubuque Democrat, said that it was made clear to the department that the jobs should have been restored once the money, which the IDIA itself lobbied for, was received. He was concerned about the welfare of nursing home residents and the effect on their families:??When a family makes the painful decision to place a loved one in a nursing home, they assume the facility has been inspected and everything is in order.
